A sugar buyer’s greatest fear is shutting down a plant. The buyer’s primary goal is to keep production facilities continuously supplied with the raw materials and ingredients required to manufacture their end products. The secondary goal is to purchase the raw materials and ingredients at a fair price.

This paper examines how sugar is domestically procured today, pinpoints possible pit falls in shifting totally away from a domestic sugar industry and relying on 100-percent imports, and discusses scenarios that emphasize the importance of our domestic industry. Finally, the paper highlights why it is important for the domestic sugar user to have both a domestic sugar industry and reasonable amounts of imports to satisfy market needs.
