Brandon Lipps, J.D., is co-founder and principal of Caprock Strategies and a nationally recognized leader in food and nutrition policy. He advises organizations on federal policy, food systems and rural communities, drawing on extensive experience in government, agriculture and public affairs. Brandon previously served in the role of USDA Deputy Under Secretary for Food, Nutrition and Consumer Services, overseeing a $100 billion portfolio that included SNAP, WIC and school meals, and helping lead development of the 2020 Dietary Guidelines. Prior to serving at USDA, Brandon served as Chief of Staff to the Chancellor and Director of Federal Affairs of the Texas Tech University System. Brandon previously served as Counsel and Senior Professional Staff for the U.S. House Committee on Agriculture during development and passage of the 2014 Farm Bill. He serves on the boards of Midwest Food Bank and World Food Program USA and is a frequent speaker on food access, public health and nutrition policy.
